If no Val Frill/Jelli have been found yet (25 days in -- all other Val pokes found already), there might be an issue with the spawn.

 

Since this is the first event Pokemon with an event sprite that varies on gender, I suspect this is somehow interfering with its ability to spawn. This reason should be investigated as it's the first obvious difference, as no other Valentine's Pokemon have gender-based sprite variations.

 

Also probably very unrelated but Unowns are triggering the new Run Prompt pop-up as the game is classifying it as a special pokemon due to its varied forms.
