It's been hours i'm trying to fish a shellder but it doesn't want to appear.

So my question is : Is shellder fishable with a good rod ?

I believe it is, but it's much more advisable to use a super rod, as you won't be there for, as you say, hours.

I'm not sure if there are some pokemon absolutely impossible to find with a "lower level" rod, or if it's just rarer

But, according to the topic "Spawn and Rarity System" ( Resolution Center > Bug Resolution Center > Everything About Spawns, I can't post links yet :D ), it's almost as rare as a starter, thus it's still gonna take some time, even with a super rod ;) I myself spent a couple hours to find one next to Olivine City
