I would like to inform you that this is already a known issue with the move Protect.

As stated in the List of Broken Moves and Abilities:

Protect: Doesn't work against multi-turn attacks (Bounce, Fly..) and it failing doesn't reset the consecutive Protect usage-counter.

So moves that usual require another turn to prepare an attack, for example Solarbeam or Bounce in your case, Protect will have no effect on these moves and still allows them to pass through.

I would like to inform you that a PVP Rework has been announced to come in the future, which will hopefully fix and code in all abilities, moves, and items in battle. There is not an estimated time as for when the PVP Rework will arrive, so for now please be patient and remember that we always make an announcement on our PRO Official Discord Server if the game ever receives an update.
