There's a good chance the level 15 Pokemon you're using is either in the fluctuating or the slow experience group, so it needs more experience than other Pokemon. It's also worth noting that experience requirements and gains are scaled up to make leveling faster in this game than in the actual games, so experience as a whole will be different from the main games.
