i got some bug on new meuville and i just stuck on storyline because of bug

i finished hoenn champion e4 a long time ago and i back to new meuville still got electroic barrier here and i didn,t see any aqua guard and bad guys there

 

Also i can,t see any plusle poke on there i think i stuck on storyline bug.

GM please help me a lot to fix that
