I'm sorry but I am not able to understand exactly what you mean. Poliwrath is supposed to learn 3 moves namely dynamic punch, mind reader and circle throw only after lvl1, you may learn the moves learnt by pre-evos by talking to the tutor in the daycares! You can relearn the moves that are missing by talking to the relearner NPC which is at Cerulean and Saffron Cities in kanto. Let me know if the problem is fixed. Deep Regards. - Aghanim.
