I try to help to evolve Feebas, and when i take it, he is locked in my pc, coz i dont open Sinnoh. How to return poke to its owner?

to get Feebas back to the owner,

you have to start with Sinnoh. The first PokéCenter is in Sandgem Town (the 2nd village in the story).

 

But there is also the possibility that a trade moderator helps you and reverses the trade this, however, I believe, depends on the importance.
