I think your pokemon has to have a certain amount of happiness to use HM moves, someone who knows better than me will explain it.

In order to use Dig outside of battle, the Pokemon with the move in its moveset needs to have 150+ Happiness. In order to check happiness, you may use the command /happy 1-6 (1-6 defines the slot the Pokemon is in, example: /happy 1 will show the happiness of the Pokemon which is 1st in party.)
