Hello dear PRO Support ! Im new in this game.

 

First, thank for this online Pokemon, i really like it ^-^.

 

Now the bug. I managed to obtain Ct Dragon Rage and an Horsea in the tree area to Viridian Forest. I wanted him to learn this CT but it doesn't work

Yet this attack can learn to Horsea ( available through reproduction).

Yet if the Ct exists in your game, it should be normally possible to teach him .

 

Is this a bug?

It is not a bug. Horsea can learn this move by breeding (egg move) but not by TM.

Delibird can learn splash by breeding so... yeah
