so i had caught a lvl 33 phanphy to evo for dex , and when it hit lvl 34 the evolution didnt pop up even though dex info shows it evolves at lvl 25

Actually, I have the same problem with my Totodile. I was farming its EV, and when it reaches lvl 36 it stops asking me for evolution. I've tried giving it rare candies and restarting the client, but they didn't work. And I would like it to be fixed because it is a really good one, with h.a.

 

Edit: I have found out the problem. Even though Totodile doesn't evolve with max happiness, when he reaches it, the evolution doesn't pop up anymore until you make it a bit unhappy. So it seems to be the new update for evolution with happiness occurs for every pokemon.
