No spawns in Route 39

So yeah, I was hunting for Pineco and there are spawns earlier. I did some stuff and then booted up the game again and there are no pokemon spawning in the route. I thought it was a lag issue so I relogged in and when that didn't do anything, I restarted the client. Still nothing. I ran to nearby Rt 38 and it's normal there, plenty of Snubbul and stuff.
