I'm at the move relearner in Cerulean City trying to teach my Vulpix Flamethrower, which for some reason didn't replace Flame Burst when I told it to learn it on level up, and now the move relearner is just taking my money and Flamethrower still isn't getting learned.

 

edit 1) Restarting client does nothing.

edit 2) Saffron City move relearner also doesn't work
