I defeated the Hoenn Elite Four, got a Starmie OT, and headed to the top right of Saffron City, but the Symphonia NPC is missing/invisible. I tried relogging and refreshing.

I'm sorry for the inconvenience this has caused you.

 

I have gone through and checked on our tools and it seems like you have already beaten the "Symphonia" NPC. You will now need to proceed to finding the second NPC, whose name will start with the letter I. In this case you should go to Ilex Forest (Johto) and find Indragiri and present a Illumise once again with your OT.
