Yesterday I mailed a Dragon Cloak and Umbreon Mount to my 2nd account but only the Mount arrived and the Cloak is gone now.

Is there a way to get it back?

As you can see here. The reason Umbreon mount was received while dragon cloak wasn't is because Umbreon mount was sent to the correct alt which is ThatsAlexx but the dragon cloak was sent by mistake to ThatsAlex (one X) so that's the source of the mistake. Please make sure to be more careful in the future. Also let me know when you meet online so I'd meet you and trade you a dragon cloak. Thanks and waiting your reply.
