Because you chose Pikachu as your starter you were able to activate the "Ash Ketchum Hat Quest" when battling him in Viridian Forest, you would have then talked to him again on route 9.

Because you were able to find the hat on a Mankey you can now make your way back to Ash Ketchum and he will reward you with his hat.
