Sticky Hold and Suction Cups for Fishing

I went to try and fish a staryu for a guild mate and so I caught muk and grimer trying to get sticky hold. After doing that, I was trying to catch stuff and the catch rate remained the same with Grimer in my first slot. I read from the wiki that it helps in this game, but I was told it wasn't added by another person and I believe them cause it's a terrible catch rate.
