It's a bug, It happened to me aswell, when you speak to the elderly couple and make them face to the front, you can just walk through without them stopping you, the thing is that when you do enter Pokemon don't spawn or appear if you have no membership.

Yep, all the pokemon there are members as a failsafe against people trying to find wild pokemon outside the old people.

 

He may have also just lost ms in there.
