I have been in Petalburg Woods for a while and I have leveled up my eevee 6x. 3x with exp from the wild mons and 3x with RC's. My pokemon is not full happiness, but my eevee will not give me a prompt to evolve it into a leafeon.

 

NVM figured it out can only evo in morning time

So sorry for the inconvenience.

 

Unfortunately, this is a known bug. If you haven't already, please lose some happiness on your eevee, restart your client, and level up (Via exp/Rare candy) in either Petalburg Woods or Eterna Forest, and hopefully that should fix the bug.
