you get tm cut from on the ss ann, its a ship thats in vermilion(south of cerulean). Before you go there you should visit bills house again(north of cerulean) hes got something for you.

As Allsmell mentioned above, you can obtain TM Cut via finishing the SS. Anne quest.

In order to start the quest, you have to obtain the SS. Anne ticket from Bill's house located at Route 25 above Cerulean City.

Note that the book is under Bill's pillow :)

 

If you bring the ticket to SS. Anne located at the dock below Vermilion City, you'll be able to start the quest inside the ship.
