Things I have done;

Be hoenn champion

Spoken to security officer in a pc - Tells me to go speak to wattson in New mauville

 

Visited New mauville - Wattson and the other npcs are no where to be seen, no npcs have spawned inside new mauville either,

 

Can someone check over my quest progress for this please.

I apologize, on zooming out I found another NPC to battle, I must have started this quest ages ago but not completed, which feels abit odd as I only just did the underground quest.

 

Anyway resolved, sorry for time wasting
