I'm sorry for the inconcenience.

 

If your Alolan Vulpix was caught in Johto, and you're still in Kanto, then unfortunately you cannot use your Alolan Vulpix. This applies to all pokemon. Let me give you an example.

I had just defeated the fifth gym in Johto, and a friend of mine traded a Chimchar that was caught in Sinnoh. I won't be able to use the Chimchar from my pc until I start the Sinnoh story.

 

The issue might be that your Alolan Vulpix was caught in a region you have yet to start, therefore you can't use it.

To check the region you caught your pokemon at, click on your pokemon, and on it's stats page the region should be on the top in-between the level of the pokemon and the ID.
