You can check at our ProWiki or also Bulbapedia if you prefer a neutral Source. Both don't have Whirlpool on the Movelist. Sorry, but I can't help you out here but I hope my answer is still usefull. It's also not listed there for Gen 7: its possible to get whirlpool poli in gen 7, its a gen 4 tm transfere move https://pokemondb.net/pokedex/politoed But Transfer Moves are not a thing in PRO.
