Remove 10 minutes penalty upon disconnected on pvp

I think this penalty isn't really effective since most of PvP players is always connection problems mostly.

Also, this should be better for forfeit button alternative.

And punishing a rage quit with 10 minutes penalty on PvP kinda useless, they will leave the game more than 10 minutes if they're got really salty. This is just a disadvantage for us to continue for another battle.
