Everytime I clock Silph scope it states that “you can’t use this item”.

any tips or ideas on how to make it work so I can pass these two old people, lol.

Sorry for the inconvenience. The Silph Scope however is auto use. It's to detect a Marowak blocking the way inside Pokemon Tower in Lavender. I don't know where exactly you are stuck but you can check out our Kanto Walkthrough. I am pretty sure it will help you to continue with the Story. Otherwise feel free to just reply here and I will do my best to help :-)
