I am after a good IV/nature magikarp to make a good Gyarados... so question is:

What is the best place to farm Magikarps in Kanto? (with fast finding on highest possible level... I rater find fast on low levels then find only a few on high levels)

During the day, the viridian city pond gives magicarps 100% of the time. the downside is of course they are lvl 5.
