Is it a bug that my Hoenn pokemon are locked on Easter Island? I can't even rotate my team

After i beat the 8th Hoenn gym I could use all the pokemons without problems and rotate like I wanted to, but it looked like a bug before the gym. Could it be because the Kanto and Johto pokemons were locked for me before the 8th gym? :)
