The requirement to unlock the Pinkan Island hunting area is a level 90 or above Electabuzz and Scyther, both with max happiness, which is 255 points, and does not require the pokemon to be your OT. Keep in mind that Elekid evolves via trade while holding an electirizer, and trades reset a pokemon's happiness, so you will have to raise his happiness once again.
