Button to lock/unlock hotkey bar

Pretty self explanatory, to remedy the annoyance of mobile users constantly having items dissapear from the hotkey box when trying to touch to use. This has become much worse recently with the new android "control".

 

It makes sense to have a lock/unlock button for it to stop this from happening, if you wanna switch out items in your hotkeys all you have to do is unlock the bar. Otherwise you can keep it locked to keep items from being removed on accident so easily.
