You will get TM Cut from SS Anne Quest in Vermilion before you need it for the Gym there (you'll get the ticket from Bill on Route 25 - north of Cerulean) and there is a Headbutt Tutor in Viridian Maze. Headbutt is not needed for the Story tho. You can also just check the Kanto Walkthrough if you should get stuck again :-) I hope that helped.
