    After watching your profil, i remember that you are trade ban for some days. Then i can't help you to evolve your pokemon. ( He must be trade to evolve )

    Then you will have to wait the end of your punishment before start the new region.

     

    No worries there is a lot of things to do in the 3 first regions of PRO.
