Nincada evolves to Ninjask starting at level 20. To obtain a Shedinja, you need an empty slot in your party, meaning you can only bring at max 5 pokemon with you, and have a pokeball. If leveling Nincada past level 20 does not give you a prompt for evolution, try to lose some happiness, which can be done by having your pokemon faint, restart your client, and level up again.
