I checked your account's database, and as you said you finished up to the 7th gym leader in Hoenn.

Since each region have 8 badges, you would have to aim for the 8th gym in Sootopolis.

However, before heading to Sootopolis city, you would have to complete the quest at Team Aqua Hideout located at route 126 to 128 underwater.
