Is there any way that pokemon could re learn a move from previous stage?

 

I evolved a Shiftry from Nuzleaf, and I found Shiftry couldn't re learn any move from Nuzleaf stage.

Yeah a lot of pokes are like that, sneasel and weavile, the second can't relearn ice shard and beat up,

Shroomish and breloom, for spore and bullet seed (and parasect with spore),

Clefable can't relearn moonblast.

so is it a bug or design like that?

I think it's made on purpose yeah ^^' Imo we should still relearn it at least with egg move.. :Angel:
