Server was probably off.

I'm not sure how the words "Cannot Connect" mean bug.

 

However, if the server is on, and you still can not connect then it is possibly not allowed in your firewall.

It is telling you, that you can not connect.

Perhaps it is not allowed in your firewall.

Or you could try later when the game isnt so full,

It may be possible that the game is full and the queue is also full too.
