Counter Clefa's Minimize

Hi does dragon rush ignores evasiveness change? I'm really having a hard time countering Clefa's Minimize. Or you could suggest me other moves that ignores evasiveness change?

It does if the opponent used Minimize:

 

 

But since Dragon Rush is a Dragon move Clefable will be immune. Here is a list of Moves that always hit. I hope that helps :-)
