Hi there,

 

I've got to Mt. Silver 3F and I have encountered Raikou, but he would'nt fight me. I could only get my character saying that I should not touch it and the seen data was not registered in my pokedex. Now Raikou is gone and I can't get his data. Am I doing something wrong or is this a bug?

Sorry for the inconvenience.

 

In order to spawn the Raikou, as well as the other legendary beasts in their respective locations, you will need to go to the Bell Tower at Ecruteak City. Once you trigger a cutscene with the beasts, you can go to Mt. Silver 3F once again and get his data, along with the other two beasts.
