Sorry for the inconvenience.

 

Considering you've already visited Prof. Rowan, Barry, and Dawn on the 2nd floor of Canalave Library, Commander Saturn might not be there because maybe you might have already defeated her. Try to go to Lake Verity, which is West of route 201 and see if Prof. Rowan, Dawn, and commander Mars are there. Keep in mind that you will need to battle Mars.
