LIke Megaflygon said, try to go to Bill's house by going to the north of Cerulean City, through the golden bridge. For future reference, please try to explore every single areas and read every single NPC dialogues before concluding that something is broken. There are also a lot of game guides you can read and follow on the forum. Do not contact staff members for private support. Share the question on the forums due to being of use to others.
