So I was at cerulean city and I defeated misty and when I went i went to go to the next area, the police officer with the two dog like pokemons were still there and now i cant get passed I dont know if this is a glitch but please help

I'm really sure that there is no glitch at that part. LIke Megaflygon said, try to go to Bill's house by going to the north of Cerulean City, through the golden bridge. For future reference, please try to explore every single areas and read every single NPC dialogues before concluding that something is broken. There are also a lot of game guides you can read and follow on the forum.
