Sadly i cannot start sinnoh quest!.I have talked to Paul at Lilycove dock after finishing Hoenn Elite 4 ne brought me to Littlerout where everything start about the sinnoh quest but it seems there is a bug there!

Sorry for the inconvenience as well as the delay.

 

After interacting with Stan, and the screen finishes loading, try to talk to him while he is walking towards the two grunts, and see if that works.
