Hello I was wondering if a friend is no longer going to play this game is he allowed to trade me his money and pokemons before he quits or will this result in a ban?

That is totally fine of course :-) But please be sure that he is the one trading you the Pokes (not you from his Account) and just in case please take some screenshots of him agreeing on giving you the Pokes and everything. Let me know if you have any further questions.
