Last year I played Vulcan and hunted chimchar in order to get summer points in mt. Summer. Is that quest still exists or not? There is no chimchar in mt. Silver now...

The quest should still exist. As you already said, the Summer Maps do not have Sinnoh starter spawns, therefore you will have to catch them in the areas they usually spawn.
