My riolu does not evolve, it is at the limit of happiness and I tried to give them rare candies in the morning to raise it to level 100 and I do not get the box to evolve it right now it is to level 99

In order to evolve your Riolu, it will need max happiness (Which I see you've already achieved), and level up during the daytime, which is 10:00 AM to 8:00 PM. 
This should give you the evolution prompt to evolve your Riolu. Should it fail, you can make a post in the Deleveling Request Megathread. After it has been deleveled, lose some happiness, restart the client, make sure all the evolution requirements are met, and leveling him up again.

I have deleveled your Riolu. Can you please try to lose some happiness on it, which can be done by having it faint in battle, restart the client, make sure it has max happiness, which you can check by typing /happy 1-6, and leveling him up during daytime. (10:00 AM to 8:00 PM)
