Hey there!

 

In order to teach Smeargle moves, you have to teach it the move "Sketch". It gets it on level 1, 11, 21 and so on and can be taught at the Move Relearner. In order to teach it the moves, it has to use Sketch after an enemy used a move. For example, if the enemy uses the move "Sticky Web", and you use "Sketch" after it, the move will get replaced by Sticky Web after the battle. Doing this with your friends in Friendly Battles will help you a lot.
