It seems you have given 5 of the Halloween Candies to Fairy Grande, and have a few Halloween Candy left, not enough to pass through Werewolf Goku at Howling Woods. Can you go back to Murky Town once again and please check that you've interacted with the following NPCs: Sandy Uno Baswedan Annies Ghost Ronnie Witch Neroli Plumber Carl Mummy Setnov Officer Agus Ghost Rafael Speaking with these NPCs should in total give you 10 Halloween Candies, considering you haven't spoken to them at all.
