Unfortunately since the Summer event has closed, you will not be able to get the Cyan wings anymore, as they were a summer-exclusive cosmetic. You can however access the Halloween event maps that are open right now by talking to Mummy Pharais at any of the port towns, which are Vermilion City, Canalave City, Lilycove City, and Olivine City.
