I failed to catch darkrai ,it fainted ,so I saw some say I can again catch it by going to dreamland by entering a house in dreadtown ,but a guy"Ghostbuster Bob"  stand at door and won't allow me , I already completed both part 1and2 of darkrai quest ,please help me I already tried to enter the house at 00:00 to 2:00

The quest you are referring to is part of the old Halloween quest, which is not a thing anymore. In order to be able to fight Darkrai again, you will have to battle Horon north of Necropolis. In order to get another chance, beat Horon without losing a single Pokemon. If you fail, you get another chance three days after you fought him first. I hope this clarified some things for you.
