Hi, after getting 6 pokemons level 80 or above and becoming Hoenn champion, Paul at lilycove city won't give me the quest to reach sinnoh, I already started the old Sinnoh quest before.
I tried going into the Paul's quest spots looking for grunts, pluto, mudkip, treeko, torchic and alakazam but I can't find any of them.
I would really like some help!

I have checked your account and it appears to me that you are already the Sinnoh Champion, meaning you cannot do Paul's quest. Please let me know if this clarified some things for you.
