Hi, so this is what happened:

It's my Tentacruel vs. a choice scarf Magnezone

His Magnezone attacks, then I knock off his choice scarf. The next turn, my tentacruel faints so I switch to Mega Gyarados. I attack confidently with Earthquake but his Magnezone attacks first with Thunderbolt. 

 

Is the effect of choice scarf retained even after it is knocked off as long as the pokemon stays in? Because there is no way a Magnezone can outspeed my Mega Gyara (max speed). If so, then it's possibly a bug right? Hope this can be resolved. Thanks!

Thank you for your report. Would you be able to provide me with more context? Did you maybe have Sticky Web on your side of the field? Were there other active effects, such as Tailwind or Trick Room? I have tried to replicate this situation and was always able to outspeed Magnezone after Knocking Off its Choice Scarf, so I am going to need further details to pinpoint the issue.
