There are many pokes who need ha to be usable. Some of these are = Politoad , Bulbasaur ( ST ) , Gible ( Impish ) , Alolan Vulpix and normal aswell 😉 , Sableye , Froakie , Gligar , Drillbur ( Not for Sa T).

 

 There are many pokes who require ha or for which ha is preferred. Naming all isn't possible.
