What have you done before the problem was there?

I played PRO as normal, went to route 2, went beside Viridian Forest on the way to Pewter City, talked to a "scientist" type NPC on the way up there, no text bubble popped up. Could not move.

 

What have you already tried to solve the problem?

Escape Rope, Relog, Restart, etc. All three of these failed to solve my issue.
